Stainless Steel HS Codes

Stainless steel HS codes are classified from the goods as presented, not from alloy grade alone. Product form, width, manufacturing route, dimensions and degree of working determine the heading before a country adds its own tariff digits and measures.

Decision summary

Classify the physical product before choosing a code

A grade such as 304 or 316 can appear in flat products, bar, wire, tube, fasteners or finished equipment. Those goods do not share one universal code.

Identify the article at shipment

Record whether the goods are coil, sheet, plate, strip, bar, rod, wire, tube, pipe, profile, fastener or a finished article.

Apply the legal section and chapter notes

Definitions of stainless steel, flat-rolled product, wire and degree of working control which headings are available.

Capture dimensions and process

Width, thickness, cross-section, seamless or welded construction, hot or cold working and further processing can change the subheading.

Separate HS from national tariff

The first six digits are internationally harmonized, while importing countries extend the code and attach duties or trade measures.

Check the current edition and destination

Nomenclature editions, national schedules and additional measures can change. Verify the effective date and customs territory.

Keep classification evidence

Retain drawings, photographs, material description, manufacturing route, dimensions and any binding ruling used for the declaration.

Reference table

Common stainless steel HS heading families

These four-digit headings are starting points from HS 2022, not final declarations. The legal notes and national schedule must be applied to the exact goods.

HS heading familyGeneral product scopeCritical classification factsDo not assume
7218Stainless steel ingots and other primary forms; semi-finished productsCasting or semi-finished form, cross-section and dimensionsThat a rolled finished product remains under 7218
7219Flat-rolled stainless products, width 600 mm or moreWidth, hot or cold rolling, further working and thicknessThat every sheet or plate shares one subheading
7220Flat-rolled stainless products, width less than 600 mmWidth, rolling condition, thickness and further workingThat slit strip always keeps the parent-coil code
7221Hot-rolled stainless bars and rods in irregularly wound coilsCoiled presentation and hot-rolled conditionThat straight bar belongs in 7221
7222Other stainless bars and rods; angles, shapes and sectionsCross-section, hot or cold working and further manufactureThat wire and bar are interchangeable terms
7223Stainless steel wireWire definition, cross-section, dimensions and surface conditionThat stranded wire or fabricated wire goods remain under 7223
7304 or 7306Seamless or other tubes, pipes and hollow profiles of iron or steelSeamless versus welded route, section, use and dimensionsThat stainless tubing belongs in Chapter 72
7318Screws, bolts, nuts and related articles of iron or steelFinished fastener type, thread and article identityThat raw bar classification follows a machined fastener

The table does not determine origin, customs value, antidumping scope, export control or duty rate. Those are separate analyses tied to the destination and transaction.

Working method

Create an auditable customs description

A classification file should allow a reviewer to reconstruct why the selected heading fits the goods on the declaration date.

Describe the goods objectively

Use drawings, photos and manufacturing facts rather than a sales name or internal stock code.

Apply the General Rules and legal notes

Work through heading language, section and chapter notes and relevant subheading structure in order.

Verify the destination tariff

Confirm the current national extension, units, duty treatment and any trade-remedy or licensing measures.

Obtain authority when needed

For material uncertainty or repeated high-value trade, consider a binding ruling or written advice from the competent customs authority.

Limits and escalation

Escalate classifications that depend on fine distinctions

Cutting can change presentation

A product cut, formed, machined or assembled before shipment may no longer fit the parent material heading.

Tube and pipe need construction facts

Seamless, welded and other hollow products follow different heading families and detailed national splits.

Finished parts may move chapters

A stainless component identifiable as a machine part or specific article may be classified by function rather than raw material form.

Trade measures need exact scope review

A code alone does not prove whether antidumping, safeguards, quotas or origin rules apply.

Interactive planning aid

Find the first HS heading family to review

Select the product as shipped. The result identifies a starting heading family and the key facts still needed for verification.

Frequently asked questions

Stainless steel HS codes FAQ

No. Grade 304 can be supplied as sheet, plate, strip, bar, wire, tube, fasteners or finished articles, and product form controls the heading.
The six-digit HS base is harmonized among contracting parties, but national tariff schedules add digits and may apply different duties, measures and statistical splits.
Both cover flat-rolled stainless products, but 7219 covers width of 600 mm or more and 7220 covers width less than 600 mm, subject to all legal definitions and further subheading rules.
A supplier can provide product facts and a proposed code, but the declarant or importer should verify the current destination schedule and seek customs authority guidance where classification is uncertain.
