Mill Stainless Steel Finish

Specifications, Supply & Technical Guide

Mill stainless steel finish describes the surface condition supplied directly from the mill before any additional decorative polishing, brushing or blasting. It is not one single standardized appearance: the actual surface depends on whether the product is hot rolled, cold rolled, annealed, pickled, skin passed or bright annealed. For procurement, specify the exact finish designation, grade, form, Ra / Rz where required and visual acceptance criteria.

Finish Definition

What is a mill stainless steel finish?

A mill finish is the surface condition that exists after the stainless steel has completed its primary mill-processing route and before additional decorative finishing is applied.

The term is broad. A hot-rolled and pickled plate, a cold-rolled 2D sheet, a 2B sheet or a bright-annealed product can all be considered mill-supplied surfaces, but they do not share the same roughness, reflectivity or visual appearance.

For this reason, “mill finish” should not replace the exact surface designation in a technical RFQ. The buyer should identify the relevant standard finish, Ra / Rz if necessary, visual sample, defect criteria and any downstream processing requirement.

Define these points before approving a mill finish

  • Stainless steel grade and product form
  • Hot-rolled or cold-rolled production route
  • Exact finish designation such as 1D, No. 1, 2D, 2B or BA / 2R
  • Ra / Rz range when measurable roughness is critical
  • Reflectivity / color tolerance where applicable
  • Approved sample and defect acceptance criteria
  • Protective film, handling and cleaning requirements

Finish Evidence

Technical and application evidence for mill-finish approval

Because “mill finish” can refer to several as-supplied surfaces, the technical image should identify the exact finish and measurement rather than only show a generic stainless sheet.

Supply Specification

Mill finish stainless sheet, coil, plate and strip ordering matrix

The supply form does not define the mill surface by itself. Include the exact finish designation, grade, dimensions, tolerances and downstream processing requirements in the RFQ.

Form 01 Mill Finish Sheet

Specify grade, dimensions and exact cold-rolled / mill finish designation.

Form 02 Mill Finish Coil

Define width, coil requirement, surface designation and later conversion route.

Form 03 Mill Finish Plate

Specify hot-rolled finish, thickness, flatness, pickling / descaling condition and cutting needs.

Supply Form Required Order Data Mill Surface Control Processing / Delivery Notes
Sheet Grade, thickness, width, length, quantity and dimensional tolerance State exact finish designation; add Ra/Rz or sample if required Confirm film, interleave, cut-to-length and packaging requirements
Coil Grade, thickness, width, quantity, coil ID and preferred coil weight Define mill finish before slitting / conversion and surface acceptance after processing Confirm handling, protection and conversion sequence
Plate Grade, thickness, width, length, quantity, flatness and edge condition State hot-rolled finish such as No. 1 / 1D where applicable Confirm cutting, pickled condition, marking and packaging
Strip / Blank Grade, thickness, slit / blank dimensions, quantity and tolerance Confirm the supplied finish and whether later finishing is planned Protect the required visible face during downstream processing

This matrix describes RFQ information only and does not represent live inventory. Grade, dimensions and exact mill-finish availability must be confirmed in the quotation.

Finish Selection

Mill finish vs 2B vs bright annealed vs No. 1 stainless steel

“Mill finish” is the broad category. 2B, bright annealed and No. 1 are more specific surface conditions and should be used when the project needs a defined, repeatable finish.

Finish Visual Character Process Character Selection Logic Specification Note
Mill Finish
This Page
Varies by actual mill route As-supplied from hot- or cold-rolling process Use as a broad category only when exact surface is separately defined Always add the specific finish designation where possible
2B Smooth, moderately reflective Cold rolled, heat treated, pickled and light skin passed Common general-purpose cold-rolled mill finish More precise than saying only “mill finish”
Bright Annealed / 2R Bright, smooth and reflective Cold rolled and bright annealed in controlled atmosphere When a brighter mill-supplied surface is required Do not assume all reflective mill surfaces are BA / 2R
No. 1 / 1D Dull, rough, industrial Hot rolled, heat treated and descaled / pickled When hot-rolled plate-type mill surface is required Very different from cold-rolled mill finishes

Processing Route

Processing options for mill-finish stainless steel

Mill finish is often the starting condition for slitting, cutting, forming, welding or later decorative finishing. The downstream route should therefore be defined with the incoming mill surface.

01

Confirm Mill Finish

Identify the exact incoming designation, grade and surface condition.

02

Slitting / Cut to Length

Convert coil or sheet while preserving the required surface and dimensional tolerances.

03

Laser / Profile Cutting

Define visible face, heat marks, edge condition and protection requirements.

04

Bending & Fabrication

Confirm whether the mill surface will remain visible after forming and assembly.

05

Protective Film / Interleave

Specify protection when the as-supplied mill surface must be preserved through fabrication.

06

Further Finishing

Define brushing, polishing, blasting, grinding or passivation as a separate downstream operation.

Procurement note: do not use “mill finish” as the only surface instruction when the final part has appearance, roughness or cleanability requirements. State the exact incoming finish and final-process route.

Surface Control

Roughness, mill route, reflectivity and cleaning guidance

The content matrix requires unique, reviewable finish data. Do not publish one universal mill-finish Ra / Rz value because the term covers several different production routes.

Ra / Rz & Production Route

Roughness must be tied to the actual finish designation and mill process rather than the generic term “mill finish”.

  • Ra target: specify only for the actual finish / project
  • Rz target: specify where required
  • Production route: hot rolled, cold rolled, BA, skin passed, etc.
  • Measurement method / direction: define before inspection

Reflectivity, Color & Defect Acceptance

Visual acceptance changes substantially between No. 1 / 1D, 2D, 2B and bright-annealed surfaces.

  • Define reflectivity / gloss only for the selected finish
  • Use controlled-light comparison where appearance matters
  • Set scratch, stain and handling-mark criteria
  • Use a limit sample for appearance-sensitive supply

Grades, Film & Cleaning

Confirm compatible grade, form and finish route through the quotation. Surface protection and cleaning should match the actual mill condition.

  • Grade / form: confirm by quotation
  • Protective film / interleave: finish-dependent
  • Use cleaning methods suitable for the actual finish
  • Avoid rework that unintentionally changes the surface designation

Application Guidance

Where is mill-finish stainless steel used?

Mill-finish stainless steel is widely used when the as-supplied surface is acceptable or when the material will undergo later fabrication or decorative finishing.

General Fabrication

Sheet, coil or plate used as the starting material for cutting, forming and welding.

Industrial Equipment

Components where grade, thickness and function are more important than decorative polishing.

Further-Finished Products

Material supplied in a mill condition before brushing, polishing, blasting or grinding.

Process Components

Project-specific parts where the selected mill finish already meets functional surface requirements.

Equipment Enclosures

Internal or non-decorative surfaces supplied with the mill finish retained.

Custom Conversion

Coil, strip or sheet converted to project-specific dimensions before later finishing.

Standards & Equivalence

How to specify mill-finish stainless steel without ambiguity

Technical standards use specific finish designations. For repeatable procurement, use the designation that matches the actual mill route rather than relying on the generic term “mill finish”.

  • ASTM A480 / A480M Common stainless flat-product finish terminology includes specific conditions such as No. 1, 2D and 2B.
  • EN 10088-2 European flat-product surface designations include specific mill conditions such as 1D, 2D, 2B and 2R.
  • Ra / Rz requirement Add measurable roughness limits only where the selected finish and project require them.
  • Visual approval Use an approved sample when the exact mill appearance must be controlled beyond the standard designation.

Do not use “mill finish” as the complete finish specification.

A hot-rolled No. 1 / 1D surface, cold-rolled 2D, 2B and bright-annealed surface are all very different, even though each may be supplied directly from the mill.

The generic term does not define chemistry, mechanical properties, dimensions, exact Ra/Rz, reflectivity or complete visual defect criteria.

For critical work, state the governing standard, exact finish designation, measurable criteria and approved sample before production.

Technical FAQ

Mill stainless steel finish FAQ

What is a mill finish on stainless steel?
It is the as-supplied surface condition produced by the steel mill before additional decorative polishing, brushing or blasting. The exact appearance depends on the mill-processing route.
Is mill finish the same as 2B stainless steel?
No. 2B is one specific cold-rolled mill finish. The broader term “mill finish” can also refer to other conditions such as No. 1 / 1D, 2D or bright annealed.
What is the typical mill surface roughness?
There is no single universal Ra or Rz value for all mill-finished stainless steel because the term covers several different surface routes. Specify the exact finish and measurable requirement separately.
Is mill-finish stainless steel reflective?
It depends on the actual finish. Hot-rolled No. 1 / 1D is dull, 2B is moderately reflective and bright-annealed surfaces can be much brighter.
Can mill-finish stainless steel be used without further polishing?
Yes, when the selected mill surface meets the functional and visual requirements of the application. For decorative or tighter roughness requirements, further finishing may be needed.
Can mill-finish stainless steel be supplied with protective film?
Protective film availability depends on the actual finish, product form and processing route. Confirm the required film or interleave in the quotation.
How should mill-finish stainless steel be cleaned?
Use a cleaning method suitable for the stainless grade and the exact mill finish. Avoid uncontrolled abrasive cleaning that changes the original surface condition.
What information should be included in a mill-finish stainless steel RFQ?
Include grade, product form, dimensions, quantity, exact mill-finish designation, applicable standard, Ra/Rz where required, protective film, defect criteria, processing scope, destination, due date and inspection needs.
